In discussion with the composer, Shelton explained that Air for Winds is a training piece throughout, teaching the students musical concepts in a functional and musical form rather than a lifeless, unmusical, and uninteresting exercise.

The piece is intended as a teaching tool for school band, from the use of concert B-flat throughout (the traditional tuning pitch for bands) to the solo passages allowing young players to play in soloistic settings.

Shelton acknowledges the work as a piece to train young players to play musically.
